What East Las Vegas Actually Means
There is no city called East Las Vegas today, but the name has history. The unincorporated town of Whitney, which grew up after a ranch was subdivided around the new Boulder Highway in 1931, was officially called East Las Vegas from 1958 until residents restored the Whitney name in 1993. That history is why older documents, deeds and even some longtime residents still use East Las Vegas for property along the Boulder Highway corridor. In everyday use, people now apply the label to most of the east valley: Sunrise Manor, which formed in 1957 along the western foot of Frenchman Mountain, with Nellis Air Force Base along its northern edge, plus Whitney, parts of Winchester and the eastern neighborhoods inside the City of Las Vegas.

Housing Built Over Four Decades
Much of the east side's single-family housing went up between the 1950s and the 1980s. That stretch produced several distinct kinds of property, and each ages differently.
Ranch homes from the early boom
The earlier ranches are often block or frame-and-stucco on slab, with original windows, older electrical panels and evaporative or early refrigerated cooling that has been swapped piecemeal. Houses that have been rentals for a long time tend to show deferred maintenance in the roof and the kitchen first.
Manufactured homes and mobile home parks
The east side has many manufactured-home parks and manufactured homes on individual lots. Whether one is treated as real property or titled separately can affect how it is sold, so check its status before assuming. Roof leaks, soft floors and failing skirting are common complaints.
Plumbing from the late tracts
Local plumbers report that polybutylene supply pipe shows up mostly in valley homes built from roughly the late 1970s to the mid 1990s, including Sunrise Manor tracts. Ground Conditions on the East Side

Southern Nevada geotechnical guidance places the more severe expansive clays, and most of the hydrocollapsible soils, in the north and east parts of the valley. Both react badly to water. A slab leak or a long-running irrigation problem can turn into cracked tile, sticking doors and a mold problem at the same time, which is covered on the water damage and mold page.
Mostly County, Sometimes City
Sunrise Manor, Whitney and Winchester are unincorporated, so code complaints go to the Clark County Code Enforcement Public Response Office and permits go to Clark County Building and Fire Prevention. Additions nobody permitted

Older permits and missing records
On houses from the 1950s and 1960s, the permit history for a room addition or a carport enclosure may be incomplete. That gap is common and does not, by itself, mean anything was done wrong. It is simply something a buyer verifies rather than something you have to research before calling.

My mailing address says Las Vegas. Is my house in the city or the county?
On the east side it can be either. Sunrise Manor and Whitney are unincorporated Clark County, while some neighborhoods east of downtown are inside the City of Las Vegas. Check the taxing district printed on your property tax bill, or look up the parcel in the Assessor's records.
Does polybutylene pipe make a house hard to sell?
It can complicate a conventional sale, since inspectors often flag it and some buyers or insurers push back. A cash buyer purchasing as-is takes the plumbing into account rather than requiring you to repipe first. You should still disclose any leaks you know about.
