Built on a Former Racetrack

The name started with a single subdivision. In 1970 Pardee Homes bought the land once used by the Stardust International Raceway and began building a master-planned neighborhood it called Spring Valley, for its views of the Spring Mountains. Residents later petitioned the Clark County Commission for unincorporated town status, which the commission granted in 1981. Growth continued through the 1980s and 1990s until the town filled most of the area between roughly Sahara Avenue, Decatur Boulevard, Warm Springs Road and Hualapai Way.

Spring Mountain Road runs through the north side, with the restaurants and shops of Chinatown toward its eastern end and Desert Breeze Park, a sizable regional park the county founded in 1996, farther west. Between them sit decades of one- and two-story stucco tracts, small condo communities and a few older custom homes on larger lots.

The Plumbing Question

Local plumbers report that polybutylene supply pipe appears mostly in valley homes built between roughly the late 1970s and the mid 1990s, and they name Spring Valley among the areas where it is common. Builders favored it because it was cheaper and faster to install than copper. It later gained a reputation for becoming brittle and failing without warning.

How to tell what you have

Many Spring Valley houses have spent years as rentals. When an owner finally takes one back, the list tends to be long: worn flooring, damaged doors, a roof that is close to wearing out and air conditioning that has been nursed along. Spring Valley is unincorporated, so its local government is the Clark County Commission. Code complaints go to the county's Public Response Office, and permits come from Clark County Building and Fire Prevention. A green pool, a yard full of debris or an unpermitted structure reported by a neighbor all route through county offices rather than the City of Las Vegas.

Does the City of Las Vegas govern Spring Valley?

No. Even with mail addressed to Las Vegas, Spring Valley is an unincorporated Clark County town. That means county offices, not the city, handle code enforcement and building permits there. The Clark County Commission created the unincorporated town in 1981 at the request of residents.

I just got my rental back and it is badly damaged. Can I sell it without fixing it?

Yes. Former rentals with worn floors, broken fixtures, holes in walls or items left behind are a common situation for us. You do not need to clean or repair anything. If a tenant is still in the house, tell us, because occupancy affects timing and the steps involved.
